AI Chatbots Deliver ‘Misleading and Partial’ Voting Advice, States Dutch Watchdog

AI assistants have been shown to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has reported, issuing warnings about a potential threat to democratic processes just over a week before national elections.

Testing Reveals Consistent Bias in Chatbot Recommendations

The four chatbots evaluated by the AP “often end up with the same two parties”, regardless of the user’s question or command, the watchdog explained in a report published ahead of the 29 October election.

For over 50% of instances, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Some parties, such as the moderate CDA, “are almost never mentioned”, even when the voter’s query exactly matches the positions of these political entities, the report indicated.

Authority Figure Cautions Against Relying on AI Assistants for Election Advice

The deputy head of the AP, the official Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that did not necessarily align with their ideological beliefs, she emphasized.

“This immediately affects a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against employing AI assistants for voting advice, as their operation is unclear and hard to confirm.”

Voting Background and Party Dynamics

The Dutch head to the polls on October 29 in an electoral contest that will be closely watched across the continent for the performance of the Freedom party.

The far-right party of Geert Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with many voters yet to make up their minds.

Every significant political faction have ruled out an alliance with the Freedom party, implying the party that comes second is highly probable to provide the next prime minister.

Inadvertent Prejudice Attributed to AI Operation

The AP emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the manner in which AI assistants function.
